INSTRUCTIONS FOR PERFORMANCE OF ACTIVITIES AND PREPARATION OF DOCUMENTATION REQUIRED FOR TECHNICAL SUPERVISION OF MAINTENANCE

INTRODUCTION / PURPOSE:

The purpose of these instructions is to clarify the activities that must be completed, and to specify the most important documentation to be prepared for the technical supervision of maintenance.

NOTE:

This technical supervision can be performed as a separate activity within the scope of complete technical supervision, of which a separate section of the Ex-Document is issued. This technical supervision (maintenance) can also be performed within the scope of other technical supervisions (KL, EIE, EII, URE, URI, NEU and OUP), and is not issued as a separate section of the Ex-Document (TN-OD) but the assessment (supervision) of maintenance is included in the above-mentioned sections.

This technical supervision is based on the requirements of standard HRN EN 60079-17 as well as other related standards.

Through technical supervision of maintenance, Ex-Agency checks the project documentation which accompanies plant maintenance procedures in areas at risk of explosive atmospheres, and checks the conformity of the actual condition with the documentation which, among others, also involves analysis and verification of:

• establishment of a maintenance system (as an activity) and its technical supervision by Ex-Agency,
• availability of maintenance manuals,
• records of all activities performed on the equipment with respect to technical modifications (e.g. which may affect the area classification performed), relating to maintenance, modifications, additions, etc. on the equipment and installations,
• the current and actual condition of explosion protection of equipment (at the level of visual or control inspection of samples),
• efficiency of the maintenance system (with respect to explosion protection) and proposing modifications, additions, improvements, etc. to the type and schedule of inspections.

Technical supervision of maintenance is based on the Ex-manual of the plant.
There are two categories (types) of maintenance system organization:

• The user has his own organized maintenance system which is approved by Ex-Agency’s technical report (TN-ODP), that is, the user has a “complete” Ex-manual of plant maintenance.
• The maintenance is performed by an outside service company that has an Ex-manual of maintenance activities approved by Ex-Agency’s technical report (TN-ODA). In this case the user/plant owner has a “shortened version” of the Ex-manual which specifies the basic guidelines of the maintenance system (e.g. inspection schedule, responsible persons, record-keeping, contract with service company, method of implementing the system, etc.).

Please note that these instructions contain only “typical requirements” of documentation which include most plants and can differ to a lesser or greater degree for some types of plants. In this sense it is necessary to keep in mind that certain plants require other documentation which is not listed in these “illustrated” instructions. The instructions also show only the basic requirements without demonstrating technical details. Technical (comprehensive) details are defined by standards from the explosion protection field, Ex-Council decisions, positive engineering practices, etc.

Before the start of technical supervision, it is necessary to complete the project documentation so that it contains the minimum documentation described in these instructions.

REQUIRED DOCUMENTATION, CERTIFICATES, REPORTS:

• System of records and data-keeping (either electronic or in the form of equipment card files) of the electrical and non-electrical equipment and installations in areas at risk of explosive atmospheres, and records of activities and inspections, past and present, on said equipment,
• Documentation of eventual repairs (in accordance with HRN EN 60079-19),
• Documentation of periodical (or continuous) checks and tests on electrical and non-electrical installations,
• Documentation on technical modifications performed, maintenance activities on technical installations, etc., which may affect the area classification performed.


The above-mentioned maintenance system (as an activity) must be certified by technical supervision of Ex-Agency (with respect to system organization, qualifications and responsibilities, operational procedures, etc.).
