Croatia has adapted regulations in the field of explosion protection to conform to regulations that are in effect in the European Union. These regulations cover two areas: production and placement of Ex-equipment on the market, and the health and safety of workers in plants with hazardous areas. The area of production and placement of Ex-products on the market is regulated by:


- the Law of technical requirements for products and conformity assessment (Official Gazette no. 20/10), and
- Regulations for equipment and protective systems intended for use in potentially explosive atmospheres (Official Gazette no. 34/10).

These Regulations for equipment and protective systems are identical to European Directive 94/9/EC (ATEX 95): Directive 94/9/EC of the European Parliament and the Council on the approximation of the laws of the Member States concerning equipment and protective systems intended for use in potentially explosive atmospheres.

The area of workers' health and safety against risks caused by explosive atmospheres is regulated by:
- the Law of protection in the workplace (Official Gazette No. 59/96, 94/96, 114/03, 86/08 and 75/09), and
- the Regulations of minimum safety requirements and workers' health protection, and technical supervision of plants, equipment, installations and equipment in hazardous areas (Official Gazette No. 39/06 and 106/07)

These Regulations of minimum safety requirements conform to European Directive 1999/92/EC (ATEX 137): Directive 1999/92/EC of the European Parliament and the Council on minimum requirements for improving the safety and health protection of workers potentially at risk from explosive atmospheres.

Production and the placing on the market of explosives for civil uses and pyrotechnic articles are regulated by:
- the Law of explosives supstances (Official Gazette No.178/04; 109/07; 67/08; 144/10);
- the Regulations of technical requirements for explosives for civil uses (Official Gazette No.146/05; 119/07);
- the Regulations of safety requirements for pyrotechnic articles and condition for their categorization (Official Gazette No.135/08)
- the Regulations of safety requirements for pyrotechnic articles and condition for their categorization (Official Gazette No. 34/10) (will replace the Regulation OG No. 135/08 when Croatia become member of EU).
The regulations are based on European directives:
- Directive 93/15/EEC on the harmonization of the provisions relating to the placing on the market and supervision of explosives for civil uses (OJ L 121, 15.5.1993), and
- Directive 2007/23/EC of the European Parliament and of the Council on the placing on the market of pyrotechnic articles.
