1949 - ESTABLISHMENT

S-KOMISIJA (S-COMMISSION) was established as a “Commission for testing S-equipment” by directive of the Ministry of Heavy Industry, Federal Peoples Republic of Yugoslavia, no. 11404, dated July 16, 1949.

Subsequently S-Komisija operated under the supervision of various state offices and republic ministries, but as of 1992 S-Komisija became the authorized body of the State Office for Standardization and Metrology of the Republic of Croatia.
As a body of the SOSM up until 2002, S-Komisija conducted testing and certification of Ex-equipment and technical supervision of plants in areas at risk of explosive atmospheres.

In 2002 the status of the Republic of Croatia was changed by directive published in the “Official Gazette” no. 60/02 and 98/06, which established the Agency for Explosive Atmosphere Hazardous Areas (officially shortened to Ex-Agency), as a public non-profit institution that carries on the activities of S-Komisija.

Based on the Directive Ex-Agency was registered with the Commercial Court of Croatia in Zagreb, under file no. Tt-02/5659-2 MBS: 080436643, dated July 19, 2002, tax I.D. no.: 3283470, business code: 74300.

The field of work and assignments of Ex-Agency are determined by the Statute, which has been adopted by the Governing Council of Ex-Agency:
Ex-Agency conducts business of interest to the Republic of Croatia, and these services consist of the following tasks and assignments: 

- technical supervision of plants, which includes area classification, installations and equipment intended for use in hazardous areas, maintenance of plants as well as risks of other sources of ignition, in accordance with Croatian standards;
- technical supervision of activities, which include production, repairs, installation and maintenance of equipment intended for use in hazardous areas;
- technical supervision of documentation for plants and equipment intended for use in hazardous areas;
- technical supervision of employers’ obligations concerning the health and safety of employees in hazardous areas;
- testing, assessment and certification of conformity of apparatuses and equipment, protective systems and components intended for use in explosive atmospheres of gases, vapours, mists and dust;
- preparation of expert opinions on the application of regulations in plants and certification of equipment and products intended for use in hazardous areas.

Ex-Agency insures a high level of safety for people, plants and the environment through the activities and expertise of its employees. At the same time, through efforts toward constant improvements in procedures and employee education, Ex-Agency strives toward acknowledgment and recognition of its services within the EU and around the world.
